The City's Growth Management Policy states that "promoting development <br />within the existing MUSA is preferable to expanding the developing area of the <br />City by granting MUSA reserve acres." <br />3. The proposed project requires approval of a rezoning, preliminary plat, and <br />allocation of MUSA reserve. It currently is not within the MUSA. <br />4. The City is conducting a planning study for an area that includes the proposed <br />development site. This study will determine how the City will plan for <br />infrastructure to serve the area. This includes transportation, water, and sanitary <br />sewer. The study also will determine future land uses for the area. <br />5. A local street or frontage road are possibilities for creating access to this site. <br />Section 1007 -4.7 of the subdivision ordinance requires that these possibilities be <br />used rather than an individual driveway. <br />6. Access management is an important aspect of planning the city. The proposal <br />does not provide the right of way for a needed public street needed to create a <br />public accessing Co. Rd. J that would serve the public need for a safe, planned <br />access serving more than one property. <br />7. Right of way for Co. Rd. J is needed to total 60 feet from centerline. The project <br />plan proposes only 50 feet. <br />8. The minimum setback from arterial and collector roads is 40 feet. Co. Rd. J is an <br />arterial road, Ware Rd. is a collector. The proposal provides setbacks of 30 feet. <br />9. The additional 20 feet -10 feet of right of way and 10 feet of setback — affects the <br />site such that the proposed layout is not feasible. <br />10.
