• <br />• <br />• <br />STAFF ORIGINATOR: <br />P & Z MEETING DATE: <br />TOPIC: <br />BACKGROUND <br />AGENDA ITEM V B <br />Jeff Smyser <br />September 13, 2006 <br />PUBLIC HEARING: Zoning Amendment <br />• Amend Zoning Ordinance Text Regarding Uses in <br />NB, LB, and GB Zones <br />• Rezone Southeast Corner of Birch/Hodgson From <br />LB Limited Business to NB Neighborhood Business <br />The City Council directed staff to initiate a rezoning of the commercial lot on the <br />southeast corner of the intersection of Birch St. and Hodgson Rd. Consideration of <br />development of that property raised concern about the uses on that site allowed by the <br />zoning ordinance. The City Council considers some of the potentially allowable uses in <br />the Limited Business zone to be undesirable for this specific site. Examination of the <br />differences between the Limited Business and Neighborhood Business zones led to <br />recommendations to amend the ordinance to change some of the uses allowed in the three <br />business zoning districts. <br />These amendments should be completed as soon as possible to eliminate uncertainty for <br />this and other sites with immediate development application potential. <br />This public hearing covers both the rezoning of the site and the changes to the ordinance <br />text. Both actions are zoning amendments. <br />ANALYSIS <br />Lino Lakes has three commercial zoning districts (zones): Neighborhood Business, <br />Limited Business, and General Business (NB, LB, and GB). Each zone has permitted <br />uses, accessory uses, and conditional uses. The uses allowed is the primary means of <br />defining one zone compared to others. The intensity of uses and the extent of their <br />market areas increases from NB to GB. The purposes of the three districts are explained <br />in the ordinance as follows: <br />
