Such a facility of a limited <br />size would be an appropriate use in a NB zone. This would include hospice care or a <br />small senior retirement residence. Including these facilities in NB zones allows for them <br />to be located near to residential neighborhoods, which would provide retirement homes <br />and hospices near family. Limiting the size keeps such a facility at a neighborhood scale. <br />The amendment would be as follows: <br />Subd. 1. NB, Neighborhood Business District. <br />F. Permitted Uses. <br />10. Residential extended care facilities such as nursing homes, with a maximum <br />of 30 residents. <br />• Restaurant With Outdoor Dining Facilities: Accessory outdoor dining facilities <br />for restaurants is a conditional use in both the LB and GB zones. In the existing <br />ordinance, all access must be through the building, which eliminates sidewalk dining if <br />wait service is provided. The recommended amendment allows sidewalk wait service <br />without access restriction as long as there is enough space to allow unimpeded pedestrian <br />circulation. However, if liquor is being served outdoors, access would be allowed via the <br />building only. The amendments would be as shown below, with added and deleted text. <br />Outdoor seating for neighborhood restaurants, cafes, coffee shops is an increasingly <br />popular amenity. It is an appropriate feature for a neighborhood business with certain <br />stipulations. Staff is recommending adding outdoor seating with the conditions to the NB <br />zone as a conditional use. However, only wine and beer could be served in the NB zone, <br />as explained in the discussion of liquor sales above. <br />Subd. 2. LB, Limited Business District. <br />Subd. 3.
