• <br />AGENDA ITEM VI.A. <br />STAFF ORIGINATOR: Paul Bengtson <br />MEETING DATE: September 13, 2006 <br />TOPIC: Trash Enclosures and Accessory Structures <br />BACKGROUND <br />At the August meeting the board expressed an interest in discussing the zoning ordinance's <br />standards for trash enclosures, specifically stating that they would like to move towards <br />requiring the enclosures to be attached to or integrated into the main structures on the site. Staff <br />�egan discussing this issue internally and identified not only the need to further research on <br />trash enclosures specifically, but also based on previous comments by the board, that it may be <br />the board's intention to look at commercial accessory structures as well. Board members have <br />expressed concern over the stand alone accessory buildings on projects like the proposed <br />Jehovah's Witness project (that was withdrawn by the applicant) and the EG Rud building <br />(since constructed at the corner of Lake and Hodgson). Staff needs further direction on the <br />subject prior to bringing any text forward to the board. <br />ANALYSIS <br />The following sections of the zoning ordinance pertain to the discussion of trash enclosures and <br />accessory structures. Each will need to be part of the discussion and may or may not need to be <br />amended as part of any zoning text amendment addressing the board's decisions. <br />The first section of code is the general building type and construction requirements for <br />Commercial, Industrial, and Institutional buildings. Within this section it requires all accessory <br />structures to have `essentially the same or a coordinated, harmonious finish treatment' as the <br />rincipal structure on the site. This effectively covers any concerns that staff had in regards to <br />the materials and finishes allowed for trash enclosures or accessory structures. Therefore staff <br />sees no reason to amend this section of the ordinance (which was just adopted as part of an <br />amendment last year). <br />
