•
AGENDA ITEM 5.B.
STAFF ORIGINATOR: Paul Bengtson
MEETING DATE: October 11, 2006
TOPIC: PUBLIC HEARING:
Comprehensive Plan Amendment
From: Public / Semi - Public
To: Low Density Sewered Residential
BACKGROUND
St. Paul Regional Water Services previously requested variances for required road frontage, minimum lot area,
minimum lot depth, and minimum lot width to allow the division of the subject sites by a future administrative
minor subdivision. The attached location map designates the sites as parcels 1 — 4, and 16 on Peltier Lake and
parcels 6, 14, and 15 on Centerville Lake, and these designations will be used throughout this report to
differentiate the sites. The intention of the applicant is to allow the shoreland parcels to be divided in the future
(via minor subdivision) and sold to adjacent property owners for combination into existing parcels.
Additionally, the City of Centerville is purchasing a portion of the land within parcel 14 for park development.
This process was complicated by the fact that the comprehensive plan designates some of these parcels as
Public / Semi - Public because they were held by a governmental agency at the time of the last comprehensive
agan. Staff has initiated the process of amending the comprehensive plan to designate these parcels in a fashion
milar to the adjacent properties to which these parcels will eventually be combined with.
ANALYSIS
Comprehensive Plan: The table below identifies the existing land use and zoning as well as guided land
uses for the area.
Location
Existing Land
Use
Existing Land Use Designation
Proposed Land Use Designation
Parcel 16 (Peltier Lake)
Vacant
Low Density Sewered Residential
No Change
Parcel 1 (Peltier Lake)
Vacant
Low Density Unsewered Residential
No Change
Parcel 2 (Peltier Lake)
Vacant
Public / Semi Public
Low Density Sewered Residential
Parcel 3 (Peltier Lake)
Vacant
Public / Semi Public
Low Density Sewered Residential
Parcel 4 (Peltier Lake)
Vacant
Public / Semi Public &
Low Density Sewered Residential
Low Density Sewered Residential
*Parcel 6 (Centerville Lake)
Vacant
City of Centerville
City of Centerville
Parcel 14 (Centerville Lake)
Vacant
Public / Semi Public
Public / Semi Public &
Low Density Sewered Residential
Parcel 15 (Centerville Lake)
Vacant
Public / Semi Public
Low Density Sewered Residential
North
Vacant &
House of Worship
Low Density Sewered Residential &
Low Density Unsewered Residential
No Change
South
Vacant &
Single Family
Low Density Sewered Residential
No Change
Oast
Single Family &
Agricultural
Low Density Sewered Residential &
Low Density Unsewered Residential
No Change
West
Lake
N/A
No Change
(Parcel 6 was originally believed to be within the City of Lino Lakes jurisdiction; however updated legal descriptions submitted by the
applicant clearly prove that the land is entirely within the City of Centerville.)
