J Master Plan <br />BACKGROUND <br />We have been working the past year on a study of the land and infrastructure around the <br />intersection of Hodgson Road (CSAH 49) and County Road J (Ash Street). The goal is a <br />planning document that will be adopted by the City Council as the guide for development <br />of the area. We have a draft master plan document ready for public review. <br />To review the history of the study, we have known for some time that the infrastructure <br />in the Hodgson/Co Rd J area was insufficient to support the expected development. We <br />began the study in late 2004. We held an open house in March 2005 and discussed an <br />initial concept plan. We received good information and comments from the land owners <br />and residents in the area. A set of working concepts followed in June 2005. Detailed <br />research into the potential utility alignments followed, along with a series of meetings <br />with the Anoka County Highway Dept. about signalizing the intersection, other road <br />improvements, and access points. <br />Municipal water and sanitary sewer are Lino Lakes issues exclusively. However, the <br />roadway system is not. While it is up to the City to provide internal roads, Hodgson and <br />CR J are county roads. Because CR J is the border of Anoka and Ramsey Counties, it is <br />managed jointly by the two counties. <br />There is a maximum amount of traffic generation that can be accommodated with the <br />roadway system, even after signalization and construction of additional lanes. The <br />current round of traffic analysis is intended to establish that threshold. <br />While some specific details need to be determined, we want to get this nearly finished <br />document out for public review and comment. We have scheduled an open house for <br />November 15 at 6:30 p.m. in the Council Chambers. <br />We are planning a public hearing on the master plan for the December 13 P & Z meeting. <br />This public hearing will be needed because the goal is to amend the comprehensive plan to include this master plan to guide development of this location. The next step would be <br />City Council adoption of the plan and the comp plan amendment. <br />
