• <br />• <br />• <br />STAFF ORIGINATOR: <br />P & Z MEETING DATE: <br />TOPIC: <br />BACKGROUND <br />AGENDA ITEM V B <br />Jeff Smyser <br />December 13, 2006 <br />PUBLIC HEARING: <br />Comprehensive Plan Amendment <br />Hodgson Road /CR J Master Plan <br />We have been working the past year on a study of the land and infrastructure around the <br />intersection of Hodgson Road (CSAH 49) and County Road J (Ash Street). The goal is a <br />planning document that will be adopted by the City Council as the guide for development of the <br />area by incorporating it into the City's Comprehensive Plan. This requires an amendment to the <br />Comprehensive Plan. Under state statute, the Planning & Zoning Board must hold a public <br />hearing and make a recommendation before the City Council can act on an amendment to the <br />comprehensive plan. <br />We have known for some time that the infrastructure in the Hodgson/Co Rd J area was <br />insufficient to support the expected development. Even now, the intersection functions poorly <br />during peak periods from a traffic standpoint. We began the study in late 2004. We held an <br />open house in March 2005 and discussed an initial concept plan. We received good information <br />and comments from the land owners and residents in the area. A set of working concepts <br />followed in June 2005. Detailed research into the potential utility alignments followed, along <br />with a series of meetings with the Anoka County Highway Dept. about signalizing the <br />intersection, other road improvements, and access points. <br />We held another open house on November 15. The two attached summarize the comments and <br />discussion that occurred. <br />Staff will present the revised document including background, issues, and the proposed Master <br />Plan that addresses the current and future infrastructure needs. The December 8 draft of the <br />document has been revised somewhat. The most significant change is that we are recommending <br />that the future land use designation be Mixed Use on the east side of Hodgson Road like it is on <br />the west side. We've also added some objectives regarding lighting and clarified some passages <br />to avoid confusion. <br />The amendment of the Comprehensive Plan would include the Planning and Development <br />Objectives and the figures at the end of the document. These would be inserted into the <br />Comprehensive Plan in the Planning District 4 section. <br />
