This provides <br />an opportunity for the proposal to be publicly considered at an early stage. <br />The PUD section of the Zoning Ordinance includes "immediately significant elements" to <br />be discussed with a concept plan. The list is a good guide for general ideas to consider: <br />- Overall maximum PUD density range (a residential project issue) <br />- General location of major streets and pedestrian ways <br />- General location and extent of public and common open space <br />- General location of residential and non - residential land uses with approximate type <br />and intensities of development <br />- A staging and time schedule of development. <br />- Other special criteria for development. <br />This report will cover those broad elements while summarizing infrastructure issues and <br />numerous requirements of the Comprehensive Plan and 49/J Master Planning Study. <br />Requirements of the Comprehensive Plan and 49/J Master Planning Study <br />The 49/J Master Planning Study included several elements that were incorporated into the <br />Comprehensive Plan. This involved an amendment to the Comprehensive Plan that was <br />approved by the city council in February 2007 and by the Metropolitan Council in April <br />2007. This included the Planning and Development Requirements as well as the Master <br />Plan sheet that is attached to this report. <br />Perhaps the best summary is this from the Planning and Development Requirements: <br />The Master Plan is the guiding plan for development in the area. The Master Plan is <br />intended to show a general land use arrangement with some specific design elements. <br />The individual site layouts and uses are to be determined as part of the development <br />review process, but should be based on the Master Plan, including specific elements <br />noted below. <br />In brief, most of the requirements provide guidance, but there are a number of specifics. <br />The specifics are physical design elements and their locations. The Oppidan concept plan <br />is consistent with many of the general requirements. Nonetheless, several specific <br />requirements would need to be formally amended by the City. <br />This is somewhat complicated because of the status of the Comprehensive Plan itself. The <br />49/J requirements were formally incorporated into the existing comp plan. Changing the <br />49/J requirements would require amending the existing comp plan. However, the new <br />2030 comp plan is under review by the Metropolitan Council and no amendments are <br />allowable until this review is completed. Once approved by the Metropolitan Council and <br />the city council, the new 2030 comp plan replaces the old one. The new comp plan does <br />not include the actual text of the 49/J Plan like the old one does. However, the new 2030 <br />• <br />• <br />
