• <br />• <br />• <br />AGENDA ITEM V B <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: August 10, 2011 <br />DISCUSSION TOPIC: CONTINUED PUBLIC HEARING <br />Amending Section 6 of the Zoning Ordinance <br />(Residential Zones) <br />BACKGROUND <br />This P & Z opened this public hearing at the June meeting. We went through Section 6 in its <br />entirety and resolved most issues, but the Board continued the hearing to July to allow further <br />discussion. The P & Z supported amendments to the R -2 zone to accommodate detached homes <br />in the new Medium Density Residential land use category (4.0 — 5.9 units per acre). This <br />requires reducing lot widths to 60 feet, lot depths to 125 feet, and lot areas to 7500 sf. Given <br />these reduced lot dimensions, staff proposed a limit on the size of garages facing the street in an <br />R -2 zone. The intent is to avoid a neighborhood streetscape of garage doors overwhelming the <br />houses. After the July meeting, the specific garage door parameters in the R -2 zone was the only <br />unresolved issue for residential zones. <br />ANALYSIS <br />The P & Z discussed the following proposals at the July meeting and found it unsatisfactory: <br />Subd. 4. R -2, Two Family Residential District. <br />E. Building Design Standards. <br />5. Garage Location. No portion of an attached garage may extend closer to <br />the street than the rest of the structure footprint. <br />6. Garage Frontage. From side wall to side wall of any residential structure <br />footprint, no more than forty (40) percent of the structure width shall consist of <br />garage doors that face the street. Side or rear loaded garages are not <br />subject to this requirement. This requirement also does not apply if garage <br />doors that face the street are set back at least ten (10) feet from the front wall <br />of the habitable space within the dwelling structure. <br />As an alternative, we propose the following, adapted from requirements included in the City of <br />Chaska's zoning ordinance: <br />
