Minn. Stat. § 462.356 provides <br />for local planning agency review to determine whether a capital improvement project complies <br />with the comprehensive plan prior to council approval. <br />SCHEDULE OF ACTIONS: <br />Planning & Zoning Board June 13, 2012 <br />City Council July 9, 2012 <br />Action Deadline N/A <br />BACKGROUND <br />Following receipt of a property owner petition, the City Council authorized preparation of a <br />feasibility study for the extension of Otter Lake Road on May 23, 2011. The proposed <br />improvements includes the extension of street and public utilities approximately 440 feet north <br />of the existing intersection with Main Street. <br />The feasibility study was received by the Council on January 9, 2012. A public hearing on the <br />proposed improvements was held on February 13, 2012. The Council authorized preparation of <br />plans and specification for the proposed improvement on March 12, 2012. <br />Otter Lake Road (County Road 84) currently runs from Main Street to the southern City limits <br />and parallels Interstate 35E. This segment of Otter Lake Road has a functional classification of <br />Major Collector. Collectors are designed to serve shorter trips that occur within the city and <br />provide access from neighborhoods to other collector roadways and the arterial system. <br />The City's 2030 Comprehensive Plan identifies future roadway system improvements designed <br />to address connectivity, continuity, congestion and /or safety issues. The plan identifies the <br />extension of Otter Lake Road, north from Main Street, to intersect with existing Elmcrest <br />Avenue. The roadway is proposed to have a functional class of "A Minor Arterial". Minor <br />
