Planning & Zoning Board <br />June 12, 2013 <br />Page 3 <br />• Lino Lakes Assisted Living Facility: City is reviewing building permit application for <br />proposed addition. <br />• <br />• <br />Preserve at Lino Lakes: Staff is working on final documents for a 31 -unit residential <br />conservation subdivision. <br />Main St. Shoppes /McDonald's: Staff is working on final documents. <br />Otter Lake Road Extension: Project is underway. <br />A -Lino Addition/Metro Transit: Preliminary Plat was approved by council. Construction <br />is planned for next spring. <br />Staff is anticipating some additional applications for residential and commercial <br />development. <br />B. Orange St. & Lake Dr. Commercial Area Planning Study <br />Mr. Grochala discussed some properties near the norther city border along Lake Drive <br />between Orange Street and Maple Street, with non - conforming land uses. Staff noted <br />that there are commercial uses surrounded by residential uses that need to be addressed. <br />Staff has received complaints regarding outdoor storage and fumes from these locations. <br />Staff discussed the history of uses for these sites. Staff requested direction from the <br />board regarding the long term vision for this area Staff has considered having a <br />consultant conduct a planning study for the area and draft some ordinance language that <br />could allow for a transition of uses. <br />Board comments included: <br />Does the body shop run the auto sales lot adjacent to Tavern on Main? That body <br />shop is out of line with the number of cars stored. <br />• What is the benefit to doing a planning study if there are no uses that meet the <br />desire of the owners and requirements for the area? <br />• Interim uses should be considered that can accommodate similar uses to the <br />adjacent uses that are legal non - conforming. <br />• Support of a planning study to evaluate permissible uses if the cost is limited and <br />the study is focused on this area alone. <br />• The city needs to determine a way to improve the area for the neighbors' concern. <br />DRAFT MINUTES <br />
