• <br />Planning & Zoning Board <br />September 11, 2013 <br />Page 3 <br />Developing a downtown area could be possible if the city allows the market to dictate <br />what develops there. <br />Will the streets be maintained by the city? Who would plow the alleys? <br />The city should consider changing architectural standards. <br />The city may be losing interested developers because the existing restrictive standards <br />are cost prohibitive. <br />The city needs to allow for much more flexibility and be less prescriptive. <br />The existing architectural standards are now outdated. <br />The site should be redefined as mixed use to allow more flexibility. <br />Would like to see a more form -based design guideline rather than traditional zoning <br />laws and guidelines. <br />Does the neighborhood block need to develop first in order for the other blocks to <br />develop? <br />Concerned about where the business loading areas will be in the urban block. <br />The city will need to revisit and update the signage requirements in addition to the <br />architectural requirements. <br />The city should identify current products that could be allowed. <br />In favor of the identity of the three blocks for development. <br />Staff should revisit Option B for the Town Square — does not provide for an urban <br />edge when the majority of the site is a parking lot on the street edge. <br />The board encourages development of this area. <br />Ms. Lindahl explained that the master plan should be considered a tool to show how the <br />site plan could work and how the street edge could develop. A master plan gives an idea <br />for the overall development of the site <br />B. Project Updates <br />Katie Larsen, City Planner. provided an update on current city projects. <br />7. ADJOURNMENT <br />Mr. Laden made a MOTION to adjourn the meeting at 7:58 p.m. Motion was supported <br />by Mr. Masonick.
