Subdivision Ordinance <br />Conformity with the Comprehensive Plan and Zoning Code <br />The rezoning and PUD Development Stage Plan/Preliminary Plat have been reviewed for <br />compliance with the comprehensive plan, zoning and subdivision ordinance. The <br />proposed rezoning and PUD is not considered premature and meets the performance <br />standards of the subdivision and zoning ordinance. <br />Blocks and Lots <br />The preliminary plat creates 6 blocks with 55 lots and 4 outlots. The outlots are protected <br />wetland/conservation areas, stormwater management ponds and drainage ditch corridors. <br />These outlots will be deeded to the City. Typical lots are shown as 80 feet wide with <br />varying depths and lot sizes as allowed per the PUD flexibility. <br />Streets and Alleys <br />Right of way widths will be reduced to 50 feet in width and the paved road surface will <br />be 28 feet in width which is consistent with the Foxborough and Preserve at Lino Lakes <br />developments. Pheasant Run South will extend from the east and connect with Old Birch <br />Street as a local road. Fox Road will extend north -south and terminate at the southwest <br />property line to provide future connection to the existing Fox Road in the Foxborough as <br />was required and designed with that development. Per the subdivision ordinance, streets <br />shall connect with streets already dedicated in adjoining or adjacent subdivisions or <br />provide for future connections. This connection was analyzed and supported by the City's <br />consulting engineer firm, WSB & Associates. The future connection is required on <br />property owned by a separate entity and may not occur with this development. Two cul <br />de sacs are also proposed in the development. A temporary cul de sac shall be required at <br />the south end of Fox Road. <br />Easements <br />Drainage and utility easements at least 10 feet wide are provided on all lot lines and along <br />stormwater drainage ways and ponds. Open space and natural habitats will be protected <br />with conservation easements. <br />Storm Water Management and Erosion and Sediment Control <br />According to the Stormwater Drainage Report submitted by Plowe Engineering, the <br />majority of the site drains through a series of wetlands south to a major wetland complex <br />immediately south. An existing ditch system runs through the site which reaches the <br />same wetland complex. The ditch will be relocated along the north and east corners of <br />the site and located within a conservation easement. The location will provide an <br />additional buffer from adjacent residential uses and provide continuation of the corridor <br />from the Preserve development.
