• <br />Memo <br />• <br />• <br />Lino Lakes Police Department <br />To: Chief John Swenson <br />From: SGT William Owens <br />CC: <br />Date: October 23, 2013 <br />Re: Saddle Club PUD - CPTED Review <br />After reviewing the plans for the Saddle Club PUD; it is a proposed 53 lot residential <br />development which will connect Old Birch ST, Pheasant Run S, and Fox RD. Upon <br />reviewing the plans I only see one public safety concern, the increased traffic from <br />Old Birch ST to Birch ST. <br />Old Birch ST connects to Birch ST on either side of the "S curve" of Birch ST. This <br />provides vehicles turning from Old Birch ST limited visibility of vehicles traveling <br />on Birch ST. Because of the limited visibility and the existing speed limit of <br />50MPH, I'm very concerned we will experience an increase of "T- bone" style <br />crashes and rear -end crashes. <br />I expect motorists will not be diligent with checking Birch ST for oncoming traffic <br />when turning from Old Birch ST and with the speed limit, I expect vehicles to <br />present themselves quickly to turning vehicles. The speed limit will also have a <br />meaningful impact on the severity of the crashes. <br />Without dedicated turn lanes for vehicle turning from Birch ST to Old Birch ST, <br />given the speed limit and the limited visibility, I expect to see an increased number of <br />rear -end type crashes. Again, with a 50MPH speed limit I anticipate these crashes to <br />be severe. <br />I would suggest not connecting Pheasant Run S to Old Birch ST and instead require <br />motorists to exit via Fox Rd or Pheasant Run S. Otherwise, I would suggest adding <br />turning lanes from Birch St to aid vehicles turning, especially across traffic. I would <br />also suggest lowering the speed limit of Birch ST to a much lower speed in an <br />attempt to reduce crashes and also mitigate the severity of them. <br />
