Planning & Zoning Board <br />November 13, 2013 <br />Page 6 <br />Mr. Grochala pointed out that neighborhood meetings are optional as part of a proposed <br />development, but encouraged by staff. <br />Staff agreed to continue to work with the developer to address concerns and bring the <br />item back to the next meeting. <br />Chair Tralle thanked the residents for their participation and invited them back to the next <br />meeting for updates. <br />Mr. Laden made a MOTION to continue the Public Hearing at 8:28 p.m. Motion was <br />supported by Mr. Nelson. Motion carried 6 - 0. <br />Board members encouraged residents to educate themselves with the city charter to learn <br />about the process to improve roads. <br />Staff invited residents to attend an informational meeting at city hall on Monday. <br />November 18, 2013 at 5:30 p.m. to learn about the public improvement process. <br />C. Final Plat for Alino Addition <br />Katie Larsen, City Planner, presented the staff report. Staff recommended approval of <br />the Final Plat for Alino Addition. <br />The developer representative was present for any questions by the board. <br />Mr. Nelson made a MOTION to recommend approval of the Final Plat for Alino <br />Addition based on the following conditions of approval: <br />1. Comments from the City Engineer Letter dated October 28, 2013 shall be addressed. <br />2. A Development Contract shall be drafted by the City and executed by the City and <br />the owner. <br />3. A Declaration of Access Control for future right in/right out access shall be drafted by <br />the City and executed by the City and owner. <br />4. A Reciprocal Access Easement and Maintenance Agreement shall be drafted by the <br />owner and approved by the City. <br />5. Sheet 1 of the Final Plat shall be revised to include "...hereby dedicate to the public <br />for public use the public way and the drainage and utility easements as shown by this <br />plat" <br />6. An up -to -date (within 3 months) title insurance commitment for the property being <br />subdivided shall be provided. <br />7. The legal description on the title commitment does not match the final plat. <br />8. The legal description on the preliminary plat does not match the final plat. <br />9. The title commitment only shows Richard Schreier as fee simple owner but the final <br />plat has both his name and Alino, LLC signing <br />10. Any future easements required for drainage or utilities shall be dedicated by the <br />owner. <br />DRAFT MINUTES <br />• <br />• <br />• <br />
