He noted that building on top of the existing system <br />would actually improve treatment. <br />Mr. Pogalz made a MOTION to recommend approval of the Variance to the Shoreland <br />Ordinance at 7625 Peltier Lake Drive to allow for the installation of a septic system. <br />Board members requested that staff amend the findings of fact prior to City Council. <br />Mr. Rafferty stated that the consulting professionals should have been named in the <br />report and the survey clarified to show the entire system including the drain field, and <br />photographs of this type of system provided. <br />Motion was supported by Mr. Hyden. Motion carried 4 - 1. (Laden voting nay.) <br />B. PUBLIC HEARING for Amendment to Zoning Ordinance text to <br />accommodate Animal Control Regulations, Non - Conforming Uses, Accessory <br />Structures located within an Easement, and typographical corrections <br />Paul Bengtson, Associate Planner, presented the staff report. Mr. Bengtson reviewed <br />each section of text to be changed with the proposed amendment. City Staff <br />recommended approval of the Zoning Ordinance Text Amendment. <br />Mr. Tralle opened the Public Hearing at 8:00 p.m. <br />Mr. Rafferty left the meeting at 8:00 p.m. <br />There was no one present to speak. <br />Mr. Hyden made a MOTION to close the Public Hearing at 8:01 p.m. <br />Motion was supported by Mr. Laden. Motion carried 4 - 0. <br />Mr. Laden made a MOTION to recommend approval of the Zoning Ordinance Text <br />Amendment. <br />Motion was supported by Mr. Hyden. Motion carried 4 - 0. <br />VI. DISCUSSION ITEMS <br />A. Comp Plan Update <br />Mr. Smyser updated the board on the progress of the Comprehensive Plan Update. <br />Preliminary draft of the comp plan was received by staff from the consulting team. <br />Corrections will be made and sent out to the Comprehensive Plan Advisory Panel prior to <br />a meeting to review the document in August. Three panel meetings are scheduled in <br />August for review of the plan. A public hearing will be required at a future Planning and <br />Zoning Board Meeting. <br />DRAFT MINUTES <br />
