• <br />• <br />• <br />AGENDA ITEM V A <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: September 10, 2008 <br />TOPIC: PUBLIC HEARING -2030 Comprehensive Plan <br />BACKGROUND <br />Over the past two years, Lino Lakes has been working to prepare a plan for its future. The <br />2030 Comprehensive Plan is the result of all this work. The draft plan is the focus of the <br />public hearing tonight. The public hearing is the next step in a long process toward the <br />adoption of the City's plan. <br />Process <br />The 2030 Comprehensive Plan is the result of a process. It began with an extensive public <br />survey in 2006. This was followed by the creation of a citizen visioning committee and its the <br />2030 Vision Plan, a document defining a vision for the future and key outcomes that must <br />occur to attain the vision. The third part of the process is the Resource Management Plan, <br />prepared by the Rice Creek Watershed District. This document addresses wetland management <br />in the context of wetland functions and the effects of anticipated future land use. <br />As the Watershed Distrcit was preparing its document, the City was preparing the new <br />comprehensive plan. The Comprehensive Plan Advisory Panel comprises members of the <br />citizen visioning committee, the City's citizen advisory boards, and at -large members <br />appointed by the City Council. Consultants from Bonestroo and city staff presented to the and <br />discussed with the Panel a wide variety of information such as types of land use, potential <br />growth, locational factors, and infrastructure needs. Over the course of 2007 -08, the Panel met <br />16 times and wrangled with difficult questions about the future of the community. Piece by <br />piece, the new comprehensive plan came together. Periodically over the past year and a half, <br />we held open houses to allow the community to learn first hand about the plan and to listen to <br />what our citizens had to say about it. <br />The three other elements of the process —the public survey, the Vision document, and the <br />Resource Management System Plan provide a foundation for the 2030 Comprehensive Plan. <br />The new comprehensive plan will implement the city's long range vision and provide a guide <br />for city officials for achieving the vision and preserving valuable natural resource areas. <br />The Park Board and the Environmental Board held a joint meeting on August 27 to discuss the <br />plan. The Economic Development Advisory Committee met the next morning. A week ago, <br />on September 3, we held the third public open house. Based on discussions by the citizen <br />boards and at the open house, we've assembled a list of small corrections and changes that <br />should be made to the draft document. These changes may consist of a few words here and <br />there or some small revisions to lines on maps. However, they are important in their meaning <br />and long range implications, so staff believes they are worth pointing out to the Planning & <br />Zoning Board and the public at this public hearing. <br />
