52 <br />intersection, a temporary turn around facility shall be provided at the closed end, in conformance with <br />cul -de -sac requirements. This temporary cul -de -sac must be placed inside a temporary roadway easement if <br />it is located outside the street right -of -way. Financial security will be required for removal or restoration as <br />determined by the city engineer. <br />(6) Provisions for resubdivision of large lots and parcels. When a tract is subdivided into larger than <br />normal building lots or parcels, the lots or parcels shall be so arranged as to permit the logical location and <br />openings of future streets and appropriate resubdivision, with provision for adequate utility connections for <br />the resubdivision. <br />(7) Subdivisions abutting major rights -of -way. Wherever the proposed subdivision contains or is <br />adjacent to the right -of -way of a U.S. or state highway, city road, local collector, or local arterial street, <br />provision may be made for a service street approximately parallel and adjacent to the boundary of the <br />right -of -way; provided that due consideration is given to proper circulation design, setbacks from an <br />intersection on the major rights -of -way, or for a street at a distance suitable for the appropriate use of land <br />between the street and right -of -way. The distance shall be determined with due consideration of the <br />minimum distance required for approach connections to future grade separations or for lot depths. <br />(8) Compliance with the Lino Lakes transportation plan. All subdivisions incorporating streets which <br />are identified in the city transportation plan, as amended, shall comply with the minimum right -of -way, <br />surface width, and design standards as outlined in the plan and must be reviewed and approved by the city <br />engineer. <br />(9) Access management requirements. All subdivisions shall be reviewed for its consistency with the <br />access management guidelines of the Lino Lakes transportation plan. <br />(Ord. 04 -03, passed 2 -24 -2003) <br />§ 1001.101 EASEMENTS. <br />(1) Lot lines. Drainage and utility easements at least 10 feet wide shall be provided on all lot lines <br />(see diagram below). These easements may be centered on common rear and side lot lines. At a minimum, <br />these easements shall be 10 feet wide along all lot lines on streets and along all boundaries with land not <br />being developed. The easements shall have continuity of alignment from block to block.
