Newsletter 1 <br />What is the study purpose? <br />The purpose of this study is to identify and plan for short -, mid- and long -term transportation improvements along <br />CSAH 34 (Birch Street) in order to address congestion, safety, access and mobility concerns expressed by local <br />residents, business owners and public safety officials. The CSAH 34 Corridor Study is the initial step in addressing <br />these concerns and planning for the future. <br />February 2009 <br />What are the study objectives? <br />The primary goal of this study is to identify a preferred roadway concept for the CSAH 34 Corridor. As an important <br />east and west route for the City of Lino Lakes and Anoka County, CSAH 34 is a critical component of both the city <br />and county transportation systems. The study objectives are listed below: <br />• Develop an understanding of the issues, constraints and opportunities in the corridor through: comprehensive data <br />collection /assembly; technical analysis of issues /problems; and discussions with stakeholders. <br />• Prepare a corridor vision and creatively develop a range of solutions that reflect sound technical design practices and <br />meet the project's goals while minimizing potential social, economic, and environmental impacts. <br />• Consider opportunities to strengthen the sense of community by incorporating gateway treatments and streetscape <br />concepts into roadway alternatives if they are compatible with roadway design and support corridor safety <br />objectives. <br />• Consider the needs of pedestrians and bicyclists in the overall corridor implementation plan. <br />• Evaluate the concepts, select a preferred option and propose a staged implementation program that meets federal <br />and state environmental regulations. <br />• Involve stakeholders throughout the decision - making process to: enhance understanding of corridor issues, goals <br />and objectives; build credibility for technical analysis; and foster support for implementation. <br />Who is guiding the study? <br />The project is co- sponsored by Anoka County and the City of Lino Lakes and is being guided by a Technical Advisory <br />Committee (TAC) which comprises staff from the city, county, and Mn /DOT. For those citizens interested in getting <br />involved, there will be several opportunities for public participation throughout the study, including a Neighborhood <br />Advisory Committee (NAC) which will be formed after the first open house. The NAC will be composed of 15 to <br />20 representatives from key neighborhood and community groups and will play a critical role in helping to provide <br />feedback on the study process.
