GOAL: Plan and develop CSAH 34 (Birch Street) so that <br />it functions as a safe east -west minor arterial serving the <br />City of Lino Lakes <br />Objective 1: Improve Safe <br />• Address high crash locations <br />• Improve pedestrian crossing of CSAH 34 <br />• Enhance trail linkages across and along the corridor <br />• Identify future traffic signal locations where they are warranted <br />• Enhance emergency vehicle response time <br />• With continued corridor urbanization, roadway design changes are <br />likely going to be needed to safely move traffic within the corridor. <br />Design changes could include lower vehiclular speeds, additional <br />turn lanes, additional through lanes, modified access and /or a <br />combination of these strategies. <br />Ob'ective 2: Im • rove Mobili <br />• Reduce current and anticipated future congestion <br />• Reduce delay during AM and PM peak hours <br />• Improve current level of service (LOS) to at least LOS D for key <br />intersections by 2030 <br />Objective 3: Coordinate Transportation <br />Im • rovements and Land Use Plans <br />• <br />Implement access management spacing to the greatest extent possible <br />(1/2-mile full and 1/4-mile secondary) along undeveloped segments of <br />the corridor <br />• Retrofit public and private access, where possible in developed areas <br />• For new development, coordinate land use and transportation activities <br />during the platting process <br />• Minimize land acquisition for corridor improvements by attempting to <br />stay within the existing 120 -foot right -of -way as much as possible <br />• Accommodate planned growth with sufficient future roadway capacity <br />SRF <br />CSAH 34 Corridor Stud in Lino Lakes <br />CONSULTING Gaoor.Ixc <br />
