(Appendix F: Water Supply Adequacy Analysis, Water Supply Planning in the Twin Cities <br />Metropolitan Area Technical Report, January 2007). <br />Regardless of water resource adequacy projections — we believe that the city must address the <br />emerging issue of sustainable water supply by monitoring water level trends to determine if <br />municipal or regional withdrawal is negatively impacting supply. In its most recent water <br />appropriations permit the city committed to increased cooperation with the DNR's Ground Water <br />Level Monitoring Program and water conservation through education and applying increased <br />water use pricing to discourage wasteful water users. By cooperating with the DNR the city is <br />playing an active part in monitoring its water resources and managing its future water supply <br />system. The plan should acknowledge the city's efforts. <br />We recommend that the plan include the provisions of the city's water appropriation permit to <br />cooperate with the Minnesota Department ofNatural Resources mission to monitor and maintain <br />sustained water resources. - <br />• The plan makes reference to a city Groundwater Protection Plan including. <br />Policy 6.Protect the groundwater source from contamination by implementing the groundwater <br />protection plan. (pg. 8 -3) <br />Groundwater Protection: The city will implement the groundwater protection plan to protect the <br />groundwater source from contamination. (pg. 8 -20) <br />We believe that the "Groundwater Protection Plan" referenced in this plan is actually the city's <br />Wellhead Protection Plan that addresses (in a sense) groundwater protection in discrete zones <br />around the city's municipal wells. No references to the city's Wellhead Protection Plan or its <br />goals are found in this plan. <br />We recommend the plan be revised to replace references of a city groundwater protection plan <br />with the city's wellhead protection plan. <br />• The plan states: "In Lino Takes the Jordan Aquifer only exists beneath the southern section of <br />the city. There is no suitable aquifer for a well in the northern part of the city." (page 8-4) <br />The plan does not offer an explanation or reference documentation that supports this <br />statement <br />We disagree with the statement that there are no suitable aquifers for a well in northern Lino <br />Lakes. The Minnesota Geological Survey map (M -104; Bedrock Geology and Structure of the <br />Seven - County Twin Cities Metropolitan Area, Minnesota) indicates that the Franconia-Ironton- <br />Galesville (FIG) and the deeper Mount Simon- Iimckley (Mts -I m) aquifers are found throughout <br />the City, Anoka County, and the region. The FIG aquifer is used extensively where the Prairie <br />du Chien - Jordan aquifer unit does not exist. . The city maintains an interconnection with the <br />Minnesota Correctional Facility's water system (for emergency supply to the city) that draws <br />water from the FIG and Mts -Hln aquifers. <br />• <br />
