A STAFF ORIGINATOR: Jeff Smyser P & Z MEETING DATE: April 8, 2009 TOPIC: PUBLIC HEARING: Draft 2030 Comprehensive Plan BACKGROUND Under state law, every city within the Seven County Metropolitan Area must update its comprehensive plan every ten years and submit it to the Metropolitan Council. This ensures that city plans do not conflict with metropolitan system plans. The deadline was December 31, but Lino Lakes received an extension. We must submit it to the Metropolitan Council by May 29, 2009. Staff and our consultants worked for two years with a citizen group called the Comprehensive Plan Advisory Panel. The Panel met monthly or more since early 2007. We have held three open houses, inviting the general public to ask questions and learn about the plan process. We learned much from the citizens at these events, as well. The Planning & Zoning Board held the first public hearing on September 9, 2008 to consider the draft 2030 Comprehensive Plan. The Board recommended approval with some minor revisions. Since then, the City Council met with the Comprehensive Plan Advisory Panel in January and has been discussing the plan. The City Council decided that the P & Z Board should hold a second public hearing to provide for public discussion of comments received and revisions made since September. After the P & Z recommends approval again, the next step will be approval by the City Council to submit the plan for Metropolitan Council review. City staff will work with Met Council staff on any issues that arise in that review. Ultimately, the plan will be approved by the Met Council and the City Council will adopt it. Comments From Adjacent Jurisdictions, Others As required by law, we sent out the draft plan to adjacent jurisdictions in November. We have received comments from a number of those jurisdictions and staff has recommendations on how to address them. The majority of the comments require simple clarifications. Attachment A lists the comments and the recommended actions.
