Planning & Zoning Board <br />October 14, 2009 <br />Page 2 <br />A. PUBLIC HEARING to Amend the Planned Unit Development for Legacy at <br />Woods Edge to modify the Lino Lakes Town Center Design and Development <br />Guide Land Use Plan and the requirements for assisted living facilities in the <br />Mixed Use District <br />Mr. Bengtson presented the staff report. He distributed and discussed updated plans and <br />proposed text amendments to the board. <br />Chair Tralle opened the Public Hearing at 6:47 p.m. <br />Keith Schupp, Winkelman Building Corp., 340 Hwy 10 S., St. Cloud, MN and Scott <br />Koester, WAI Continuum, 381 E. Kellogg Blvd., St. Pau MN were present as <br />representatives of the applicant. <br />Mr. Koester explained that the existing hotel is conducive for conversion into assisted <br />living /memory care as they will mostly be changing the use of existing/�ces. They are <br />proposing two access changes, one fora kitchen and one for a beauty/barber shop on site. <br />The beauty/barber shop may be accessible to the public as well. The biggest change to <br />the floor plan will be converting the existing pool area into a'' dining /socialization area. <br />The windows to the streetscape make a great opportunity for the dining location. There is <br />no proposed change to the exterior elevation. They will utilize the existing structure as <br />best they can. They will convert the existing hotel rooms into living quarters with minor <br />changes for accessibility and little char e to/ <br />Actual ty g �tual living spaces. Mr. Koester noted that <br />staff was concerned about the creation of the en area, in regards to equipment and <br />exhaust. He explained that they will need to create a dormer for the exhaust hood, but no <br />additional site equipment will be necessary as the exhaust and ductwork are already in <br />place. They will modify one window into a doorway for access to the beauty/barber <br />shop. He stated that they will continue to work through the details as they move forward <br />with the project. <br />re <br />Mr. Koester reponded to questions from the board. No exterior fenced area or formal <br />arden is planned for the site. Their goal is for a total of 70 -72 residential units. They <br />firmed that MN building code allows for the existing structure to be used for assisted <br />They anticipate the erne third floor to be used for memory care patients and accessible <br />only by key-Card. U `'grades to the elevator system will be necessary to allow for key - <br />card access. 'r <br />Traffic to the site should be less than with the hotel, as no residents will be driving, and <br />visitors are usually expected over lunchtime or in the evening. <br />A typical resident at the facility will be one who requires assistance with two or more <br />daily activities.
