• <br />AGENDA ITEM VI A <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: November 18, 2009 <br />TOPIC: Discussion: CSAH 34 (Birch Street) Corridor Study <br />BACKGROUND <br />For the past year, we have been cooperating with Anoka County on a study of the CSAH 34 <br />(Birch Street) corridor. The purpose of the study is to plan for intermediate, long range, and <br />ultimate transportation improvements along the Birch Street corridor. The study will address <br />congestion, safety, access, and mobility concerns. We anticipate that the study will be <br />completed by Spring of 2010. <br />Corridor issues and needs have been identified. An analysis of the existing and future <br />conditions has been completed. Roadway and trail concept alternatives have been evaluated. <br />A preliminary staging plan for future corridor improvements has been prepared. <br />There have been several meetings of a Neighborhood Advisory Committee. There have been <br />two open house events, and a third open house, a small scale version, will occur prior to the <br />November 18 P & Z meeting. These all provided the opportunity to explain the future traffic <br />projections, the roadway improvements needed to handle the future traffic, and the step -by -step <br />analyses that resulted in a preliminary staging plan. This preliminary plan includes three stages <br />for the needed roadway improvements: intermediate, long term, and ultimate. That is, the <br />proposed improvements would not be completed all at once. Instead, the improvements would <br />be staged over the next 20 -plus years. Specific improvements would be based on safety and <br />capacity needs, the amount of corridor development, available funding, and the benefits gained <br />from interim improvements. A set of four guidelines have been drafted for determining when <br />certain types of improvements will be constructed <br />Ultimately, a final report outlining recommendations will be prepared. The recommendations <br />will help the City of Lino Lakes guide development. By implementing land use and access <br />policies that support the CSAH 34 corridor plan, the City of Lino Lakes will work toward <br />minimizing future impacts as the staged improvements occur. <br />The consulting firm of SRF has been conducting the analyses for the project.
