Wetlands Non - contiguous to the WPC: These areas shall be conserved in <br />accordance with applicable watershed district and Army Corps of Engineers <br />rules and permit requirements, as amended. <br />iii. Vegetated Wetland Buffer. Establish an upland buffer of native vegetation <br />to wetlands non - contiguous to WPC to maintain water quality and habitat. <br />(a) The buffer width must be at least 25 feet adjacent to the entire wetland. <br />The location of the buffer should maximize the protection of ESAs. <br />(b) The vegetated wetland buffer and upland habitat area must meet the <br />requirements in RCWD RMP -3 and the Vadnais Lake Area Water <br />Management Organization, as amended. <br />(c) Structures shall be setback a minimum of 10 feet from the edge of the <br />wetland buffer. <br />c) Natural Resource Corridor Enhancement Areas. These corridors shall be <br />established to provide contiguous and complete natural open space system, surface <br />water conveyance, and passive recreational uses. Specific performance standards <br />for Natural Resource Corridor Enhancement Areas are as follows: <br />i. Corridors should minimize natural resource fragmentation by creating <br />connections within and between natural resource protected areas or natural <br />resource conservation areas located on site and on adjacent properties. <br />ii. Corridors should be established where there is a convergence of multiple <br />features, such as surface water management areas, natural and semi- natural <br />areas, and existing or proposed trail corridors. <br />iii. The Ccvcl Two (T 2) tree preservation and mitigation requirements in Section 3. <br />Subd.4.Q shall apply within Natural Resource Corridor Enhancement Areas. <br />3) Wetland Buffer and Upland Habitat Requirements. <br />a) As a condition of approval, a property owner must record a declaration in a form <br />approved by the City establishing vegetated wetland buffer area adjacent to the <br />delineated edge of a wetland and upland habitat defined as an ESA through the site <br />planning process. The declaration must state that on further subdivision of the <br />property, each subdivided lot of record shall meet the monumentation requirement <br />of paragraph E.2.b.3.b. On public land or right -of -way, in place of a recorded <br />declaration, the public owner may execute a written maintenance agreement with <br />the City. The maintenance agreement will state that if the land containing the buffer <br />or upland habitat area is conveyed to a private party, the seller must record a <br />declaration for maintenance in a form approved by the City. <br />b) Buffer or upland habitat area is to be indicated by permanent, freestanding markers <br />at the buffer or habitat area upland edge, with a design and text approved by City <br />staff in writing. A marker shall be placed at each lot line and at all angle and curve <br />points, with additional markers at an interval of no more than 200 feet.
