City staff have worked with Bonestroo to prepare draft new site layout performance standards <br />and landscaping and tree preservations standards. All of these are intended to apply to all new <br />plats, site plans for commercial /industrial /institutional uses, conditional use permits —in fact, <br />all new development in the city. The site layout performance standards are new. The <br />landscaping and tree standards would replace the existing sections of the zoning ordinance. <br />The process for reviewing new development is as important as the regulatory standards that <br />must be met. While we have been practicing the collaborative method for the past few years, <br />the new process sections will codify those practices into ordinance form. The new <br />collaborative design sections of the subdivision regulations would apply to all new plats and <br />planned unit developments. The PUD section of the zoning ordinance would refer to those <br />sections of the subdivision regulations. This will eliminate redundant and potentially <br />conflicting requirements in the current ordinance. <br />All these documents are drafts that are undergoing revision. It is likely the levels of <br />requirements now in the tables will be pared down. We also will need to clarify some things. <br />For example, tree preservation requirements for a development project should be different from <br />a builder getting a permit for a house and from a homeowner removing a tree in his yard. <br />ENVIRONMENTAL BOARD <br />At the June 2, 2010 meeting the Environmental Board recommended approval of the ordinance <br />amendments, with the following corrections and comments: <br />Attachment 1: Site Layout Performance Standards – REVISED May 26, 2010 <br />Recommended for approval as written <br />Attachment 2: Landscaping and Tree Preservation Standards – REVISED May 26, 2010 <br />Page 4 NO SPECIFIC CHANGE RECOMMENDED <br />Environmental Board would like to encourage developers to exceed the <br />requirements for landscaping materials, though offering incentives might not be <br />warranted. <br />Staff commented that the PUD process allows the flexibility to increasing some <br />landscaping requirements in exchange for leniency elsewhere. <br />Page 6 Q.6.a <br />Page 7 Q.7.b <br />Page 8 Q.7.h <br />replace `is' with `are' <br />revise `plans' to be `plants' in line two <br />Replace with: Approved permanent wall /fence materials shall <br />include wood, metal, masonry, concrete, stone, or other pre- <br />fabricated and sustainable materials. <br />• <br />• <br />
