CONTINUED PUBLIC HEARING to consider amending the Zoning <br />Ordinance to add requirements for Temporary Outdoor Sales Lots, Farmer's <br />Markets, and Community Gardens <br />Chair Tralle declared the Public Hearing open at 6:34 p.m. <br />Associate Planner, Paul Bengtson, presented the staff report. Staff recommended <br />approval of the zoning ordinance amendments. <br />Staff clarified the intent of a license versus a permit. Staff stated that the requirements of <br />a license would be more specific, and would include review by the City Clerk and a <br />background check of the applicant. A permit would allow something without a fee, but <br />may have some basic requirements. <br />Mr. Laden made a MOTION to Close the Public Hearing at 6 :45 p.m. Motion was <br />supported by Mr. Hyden. Motion carried 5 -0. <br />Mr. Nelson made a MOTION to recommend approval of the zoning amendments <br />regarding temporary outdoor sales lots, farmer's markets and community gardens. <br />Motion was supported by Mr. Hyden. Motion carried 5 - 0. <br />Tralle called a recess at 6:46 p.m. for administrative purposes. <br />Chair Tralle reconvened the meeting at 6:48 p.m. <br />VI. DISCUSSION ITEMS <br />Recreational Facilities in Residential and Rural Districts <br />Mr. Smyser stated that the city has received complaints by residents regarding the riding <br />of motorcycles on a man -made dirt track on a property located in the R -1, Single Family <br />Residential, zoning district. <br />Staff discussed the issue with the city attorney. The city's view is that an off -road <br />racing /riding course is not comparable to other allowable uses in a residential zone. <br />Staff is seeking the opinion of the P &Z Board before discussion with the City Council. <br />Staff asked for direction on whether the board feels that this should be an allowable use <br />in the Residential or the Rural zones. <br />Following discussion, P &Z Board Members were of the opinion that the issue at hand is <br />not a land use issue, but a noise nuisance issue that should be addressed. <br />DRAFT MINUTES <br />• <br />• <br />• <br />
