Planning & Zoning Board <br />December 8, 1999 <br />Page 6 <br />of land to the west of the school area to Main Street so they can access the parcel from <br />Main Street. <br />Mr. Schmidt stated they have deeded the lake parcel to the watershed and posted a <br />$40,000 cash bond with the RCWD. <br />Chair Schaps asked the applicant if he has any difficulty with the recommended <br />conditions. <br />Mr. Schmidt stated that he is not responsible for mitigation but is responsible for grading <br />on site. He advised that North Suburban has put up money with the Watershed and asked <br />how he can assure the mitigation will be done. <br />Mr. Powell clarified the conditions are with North Suburban Development, which will be <br />addressed in the development agreement. <br />Ms. Lane asked if this is a 2:1 mitigation ratio. Mr. Schmidt stated it is greater than a 2:1 <br />ratio since they reduced the wetland impact. <br />Mr. Powell reviewed the mitigation requiremen if the A. <br />Mr. Johnson noted the location adjacent to <br />will be retained in private ownership, and <br />noted the maintenance program inclu <br />committee will monitor the mitiga <br />grading plan criteria has been met. <br />Co ditch. If not completed, the City <br />can step in to complete the project. <br />Bob Johnson, resident, stated his property is north of this site and he is concerned about <br />how close the south line will be graded towards his property. <br />Mr. Powell presented a drawing indicating the proposed grading, noting it is fairly flat <br />(3:1 ratio) at the location mentioned by Mr. Johnson. He stated there will be a gradual <br />drop -off with undulating elevations across the site. <br />Mr. Corson made a MOTION to close the public hearing at 7:05 p.m., and was supported <br />by Ms. Lane.
