At the boundaries of a residential use or district, a strip of not less than ten (10) <br />feet shall be landscaped and screened in compliance withSection 3, Subd. 4.S.of <br />this Ordinance. <br />c. Parking areas shall be screened from view of abutting residential districts in <br />compliance with Section 3, Subd. 4.S. of this Ordinance. <br />d. Parking areas and driveways shall be curbed with continuous curb not less than <br />six (6) inches high above the parking lot or driveway grade. <br />e. Vehicular access points shall be limited, shall create a minimum of conflict <br />with through traffic movements, shall comply with Section 3, Subd. 5.of this <br />Ordinance and shall be subject to the approval of the City Engineer. <br />f. The entire area shall have a drainageystem which is subject to the approval of <br />the City Engineer. <br />g. The entire area other than occupied by buildings or structures or planting shall <br />be surfaced with a concrete or bituminousmaterial which will control dust and <br />drainage and which is subject to the approval of the City Engineer. <br />h. All signing and information or visual communication devices shall be in <br />compliance with Appendix C of the City Code. <br />Summary: <br />In summary, staff would recommend approval of this minor subdivision, site plan review <br />and conditional use permit with the following conditions: <br />1. A survey document indicating building placement is provided prior to <br />issuance of building permits. <br />2. A cash dedication fee, based on City Ordinance, is submitted with the building <br />permit. <br />3. The western parking area is shifted to within 10' of the side property line <br />providing a 40' setback on the eastern side of the side. The site plan and <br />landscaping plan shall be modified to reflect this revision. <br />4. Proper building permits are obtained and include a 1% escrow deposit to <br />insure completion of site improvements. Building plans will be subject to the <br />review and comment of our CPTED Officer. <br />5. A photometric lighting plan is submitted prior to issuance of any building <br />permits and approved by City staff. <br />6. Sign permits are obtained prior to installation. <br />7. Utility, grading, and drainage plans are subject to the review and approval of <br />the City Engineer. <br />8. Permits are obtained from the Rice Creek Watershed prior to any site work. <br />9. Concerns addressed by the City Engineer in his memo of 4 -6 -00 are addressed <br />prior to any site work. <br />• <br />• <br />• <br />
