At the boundaries of a residential use or district, a strip of not less than ten (10) <br />feet shall be landscaped and screened in compliance with Section 3, Subd. 4.S. of <br />this Ordinance. <br />c. Parking areas shall be screened from view of abutting residential districts in <br />compliance with Section 3, Subd. 4.S. of this Ordinance. <br />d. Vehicular access points shall be limited, shall create a minimum of conflict with <br />through traffic movements, shall comply with Section 3, Subd. 5. of this <br />Ordinance and shall be subject to the approval of the City Engineer. <br />e. The entire area shall have a drainage system which is subject to the approval of <br />the City Engineer. <br />f. All signing and information or visual communication devices shall be in <br />compliance with Appendix C of the City Code. <br />g. Provisions shall be made to control and reduce noise from any exterior audio <br />equipment. <br />With the recommended conditions of approval, the project will comply with these <br />required findings. <br />ENVIRONMENTAL BOARD ACTION <br />On March 29 the Environmental Board recommended approval of the Dairy Queen site <br />plan subject to continued work on the landscape plan and lighting plan. <br />CONDITIONS OF APPROVAL: SITE PLAN AND CONDITIONAL USE <br />PERMIT <br />If the P & Z recommends approval of this project, staff recommends the following <br />conditions apply: <br />1. The final plat must obtain approval from the City before a building permit is issued <br />for the Dairy Queen. The conditions of approval for the preliminary plat must be met <br />before final plat approval. <br />2. Building material shall be as shown on revised exterior elevations received April 4, <br />2000, showing EIFS as the primary material, rather than corrugated metal. The fence <br />around the cooler and the trash enclosure shall be painted cedar wood, not corrugated <br />metal. These materials shall be reflected on building permit submittals. <br />3. A lighting plan for the Dairy Queen site must be submitted and must meet City <br />lighting requirements before a building permit is issued. Lighting information shall <br />include a photometric plan as well as figures of any lot and exterior building fixtures. <br />Lighting shall be directed downward and not up into the night sky. <br />
