• <br />• <br />• <br />Memorandum <br />DATE: April 6, 2000 <br />TO: Jeff Smyser, Mary Kay Wylan <br />FROM: John Powell, City Engineer <br />RE: Dairy Queen <br />Site Plan Review <br />Per your request, we have reviewed the site plan for a new Dairy Queen to be <br />constructed in the Clearwater Creek Business Center. The basis for our review <br />included the following documents: <br />1. Title Sheet, Site, Landscape plans dated 3/13/00 prepared by Archnet. <br />2. Dimensioned Site, Utility, and Grading plans dated 3/13/00, prepared by Jim <br />DeBenedet of Stevens Engineers. <br />3. Hydrology calculations, received via fax from Stevens Engineers, dated <br />3/30/00. <br />Our comments are as follows: <br />1. The final plat for Clearwater Creek Business Center will be considered and <br />discussed in a separate action from the Dairy Queen. Issues related to the <br />plat are not presented. <br />2. This project is located on the southeast corner of existing 21st Avenue and <br />Northern Lights Boulevard; neither of these roads has been constructed to <br />their final sections. Construction of these roadways must be concurrent with <br />the completion of these site improvements. <br />3. The runoff from this site currently drains via a ditch to the east, then south, <br />eventually reaching a temporary pond north of Clearwater Creek. The <br />intersection of 21st Avenue and Northern Lights Boulevard will drain directly <br />south via storm sewer to a regional pond located on the north side of <br />Clearwater Creek. This regional pond can be sized to accommodate the <br />Dairy Queen water quality needs. Rate control should be provided on site <br />through a flow restriction in the storm sewer. <br />4. The drainage calculations do not show pre - development conditions. <br />5. The calculated flows for developed conditions appear low but the designed <br />storm sewer has adequate capacity to handle increased flow. <br />
