A <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: April 12, 2000 <br />TOPIC: Discussion: DNR Wildland Urban Interface <br />Program <br />BACKGROUND <br />Lino Lakes and the MN Dept. of Natural Resources (DNR) will be cooperating in a <br />DNR - initiated program called the Wildland Urban Interface Program. The DNR's goal is <br />to assist local governments with preserving habitat and woodland, water quality, and <br />other natural resources. The DNR has asked Lino Lakes and Hugo to be the two cities to <br />participate. <br />The Lino Lakes City Council approved the attached resolution on March 13. However, <br />the Council wanted to ensure that both the Environmental Board and the P & Z had a <br />look at the program and were comfortable with it. The issue relative to the P & Z was the <br />potential for changes to our ordinances and planning and zoning methods. <br />• There are three parts to the program: <br />1. Prepare a natural resource inventory, evaluate policies and plans, and offer <br />recommendations to improve natural resourcepreservation. Since we already have an <br />inventory, the DNR will be reviewing it and making suggestions for improvements. We <br />have our Preservation Development program underway and we will continue to use it. <br />The DNR may have suggestions on how to improve our methods. We are under no <br />obligation to follow any recommendations from the DNR. <br />2. Work with a landowner on a development project to create a model for <br />subdivisions that have less negative impact on the environment. This will occur in Hugo, <br />but not in Lino Lakes. Our Preservation Development program already has taken this <br />step. It is possible we can learn from the Hugo example. We are under no obligation to <br />follow any recommendations from the DNR. <br />3. Develop a guidebook to assist small acreage landowners in resource management. <br />This is something that we have been thinking of for some time, but have not had the time <br />and resources to do. The DNR program gives us an opportunity to have the DNR do a <br />large amount of the work, and we can build on it. <br />• <br />
