E <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: July 12, 2000 <br />TOPIC: PUBLIC HEARING (continued): Ordinance 09 -00 <br />Tree Preservation Ordinance <br />BACKGROUND <br />At the June 14 meeting, the P & Z opened and continued the public hearing on the new <br />tree preservation ordinance. The hearing was continued for two reasons. One, there was <br />some concern about requirements for residents building on individual single family lots. <br />Two, we hoped to receive additional input from the developers we asked for comment. <br />It may be helpful to bring your copy of the draft ordinance from the last meeting if you <br />have notes on it. Another copy is attached. We have not altered it yet. <br />1) Rather than rewrite the draft ordinance, we decided to ask our Environmental <br />Specialist to attend the P & Z meeting tonight. Marty Aslesen will be present to explain <br />how he currently addresses tree preservation on single family lots. The requirements in <br />the draft ordinance reflect current practice. Specifically, section III.A.1. on page 4, and <br />IV.A. on page 5, and IV.B.3. apply to single family home building lots. <br />2) We have received one additional letter with comments from a developer, Heritage <br />Development. Recall that we discussed a letter from Carlson & Associates at the June <br />meeting. <br />To review, the Environmental Board discussed the new tree preservation requirements <br />twice. The P & Z can close the hearing or continue it if additional information is needed. <br />The ordinance will require a first and second reading by the City Council. <br />OPTIONS <br />1. Approve Ordinance 09 -00 and forward to City Council. <br />2. Return to staff with direction. <br />RECOMMENDATION <br />1411 Option 1 <br />
