G <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: July 12, 2000 <br />TOPIC: PUBLIC HEARING (continued): Ordinance 09 -00 <br />Tree Preservation Ordinance <br />BACKGROUND <br />We have received information that allows staff to analyze a hypothetical development <br />with regard to the requirements of the draft tree preservation ordinance. The site <br />analyzed is about 7.7 acres including road right of way and 17 lots. We have completed <br />the exercise of reviewing the development plan, which resulted in the following: <br />• total tree cover 4,000 caliper inches <br />• tree loss 1,000 caliper inches <br />• tree loss 25% of the total tree cover. <br />• at 25% loss, replacement requirement would be 50% of lost trees <br />• replacement: 500 caliper inches <br />• We then attempted to estimate the cost of this replacement The Environmental Specialist <br />assembled the following data: <br />250 red oak trees of <br />2" diameter <br />286 green ash trees of <br />wholesale planted <br />$119 each, $29,750 total $238 each, $59,500 total <br />balled & burlap <br />$29 each, $8294 total $58 each, $16,588 total <br />1.75" to 2" diameter potted <br />Though there are more options than this, this provides a good range from an upper to a <br />lower end cost. Assuming a 50/50 variety of trees, the total replacement would be about <br />$38,000. <br />If this exercise indicates a typical expected level of loss and cost and we judge it is too <br />high a cost, we should examine the replacement percentages. <br />If this level of loss and cost is not typical, we would be examining an exceptional piece of <br />land and should not be making policy based on such an example. Some exception could <br />be written into the ordinance to account for excessive cost situations. <br />To see if this is an unusual piece of land, we are attempting to examine the tree cover in <br />• Lino Lakes using the environmental inventory.
