• <br />• <br />CHAPTER 2. <br />GOVERNING PLANS <br />Development in the Town Center is governed by the Land Use and Regulating Plans, described <br />below, as well as by the standards in the following chapters. <br />2.1. THE LAND USE PLAN <br />Figure 3, the Land Use Plan, spells out the basic arrangement and extent of activities <br />within the Town Center. The land uses shown in the Land Use Plan correspond to the <br />Mixed -Use, Highway Commercial, and Civic Districts, which have one set of design and <br />development standards; and the Residential Districts, which have another set of design and <br />development standards. <br />The boundaries shown on the Land Use Plan for the Natural Resource Areas are <br />approximate. As long as development conforms to the regulating plan. boundaries and may <br />change based on detailed site analysis and for the protection of wetlands, <br />mature trees stands, prairie and other environmental assets. <br />The Land Use Plan shows Residential Districts. However, residences <br />may also be built as upper -story housing over ground -floor retail or office in the Mixed -Use <br />Districts, as long as the minimum number of units is built both north and south of the <br />Interstate in the Town Center. The minimum and maximum numbers of residential units for <br />each side of I -35W are shown in Table 6 in the chapter on Residential District Design and <br />Development Standards. <br />2.2. THE REGULATING PLAN <br />Figure 4 , the "Regulating Plan," specifies essential physical features for the Town Center <br />area, including required streets, `Build -to Lines," building entrances, gateways, landmark <br />tewers and landscaped frontages. <br />Required Streets <br />A minimum framework of required streets is required as shown in Figure 4, the Regulating <br />Plan. Other streets, depicted in the Illustrative Plan (Figure 2), are optional. The design of <br />streets must conform with the standards set forth in Chapter 5, Public Improvement <br />Standards, and with the hierarchy of streets shown in Figure 5, Required Street Hierarchy. <br />Plan.
