F <br />Jeff Smyser <br />September 13, 2000 <br />PUBLIC HEARING (continued): Ordinance 09 -00 <br />Tree Preservation Ordinance <br />We continued the public hearing from last meeting to allow staff to analyze a sample <br />development project using the draft tree ordinance. We also needed to address the <br />requirements for individual home builders. Staff is asking P & Z to consider and discuss <br />the issues raised below and provide direction for revising the draft ordinance. <br />ANALYSIS <br />Sample Development Project Analysis <br />The example analysis resulted in the following data: <br />total land <br />7.7 acres <br />number of lots <br />17 <br />total tree cover <br />4,000 caliper inches <br />tree loss <br />1,000 caliper inches <br />25% of the total tree cover <br />replacement requirement <br />50% of lost trees <br />500 caliper inches <br />estimated replacement cost <br />$38,000 total <br />per lot cost <br />$2235 per lot <br />one boulevard tree per lot would add <br />approx. $200 <br />per acre cost <br />$4935 <br />$5377 with boulevard trees <br />Two questions must be answered. <br />1. Does this exercise represent a typical development scenario in Lino Lakes? <br />2. Does the study result represent an acceptable cost to add on the cost of development? <br />1. Does this exercise represent a typical development scenario in Lino Lakes? <br />If this level of tree loss and replacement cost is not typical, we would be examining an <br />exceptional piece of land and should not be making policy based solely on such an <br />example. We could write into the ordinance some level of exception to account for <br />
