Planning & Zoning Board <br />September 13, 2000 <br />Page 12 <br />doing a job by Wednesday when there is not enough information provided or being able <br />to get out to the site and physically view the site during daylight hours. Mr. Rafferty <br />stated he appreciates the long days worked by City Staff but stated he does not believe the <br />Board receives enough information or enough time for review. He noted the meeting <br />packet for tonight's meeting and suggested it contains nothing that would prevent it from <br />being delivered by the Wednesday before the meeting. Mr. Rafferty stated he wants to be <br />prepared so he can provide support and direction to the Planning Department. <br />Chair Schaps stated the issue is if there are enough staff hours to create the information in <br />the meeting packet, noting there are more work tasks than to prepare this meeting packet. <br />He stated he has no reason to doubt that staff is getting the information to the Board as <br />quickly as possible. <br />Ms. Lane stated when serving on the Park Board, they held Monday meetings and the <br />meeting packets were delivered the previous Thursday. She explained how she was able <br />to accommodate that tight schedule and stated she has no problem with the current <br />Planning & Zoning Board schedule and meeting packet delivery. <br />Chair Schaps excused himself from the meeting a m. Ms. Lane chaired the <br />remainder of the meeting. <br />Mr. Johnson stated having the meeting pa et t ditional days would not help his <br />review of the information as he has been _ w the information and visit the sites <br />over the weekend. <br />Mr. Rafferty stated he is asking sta provide information that will allow them as <br />Board members to utilize, rev helpful to City staff. He stated he is not asking <br />for anything unreasonable i em to try. <br />Vice Chair Lane suggested if the ``''` eeting packets are completed earlier, members be <br />called and given the option to stop by City Hall to pick them up. Mr. Smyser stated if the <br />meeting packets are completed early, the Police Department will deliver them early. <br />Mr. Johnson noted there have been several large detailed projects that require more <br />review but he believes that is the exception. In that case, he would support the <br />information being provided as soon as possible so there is adequate time for review. <br />Vice Chair Lane agreed setting a goal for an earlier meeting packet delivery is a good <br />suggestion. <br />Mr. Rafferty encouraged staff to continue with the hard work they are doing and set a <br />goal for an earlier meeting packet delivery, even if it is only one day. <br />John Johnson stated in Brooklyn Park, staff sent copies of the public hearing notices to <br />the public 10 -14 days in advance of the meeting. They also sent those same notices to the <br />Board members to alert them of what was coming up. It also allowed them several <br />additional days to visit the site. <br />• <br />
