• <br />North American Composties <br />October 11, 2000 <br />page 4 <br />ENVIRONMENTAL BOARD ACTION <br />The Environmental Board reviewed the project on September 27. Recommendations <br />included attention to infiltration in stormwater design, use of native species in the <br />landscaping plan, assurance that lighting will be directed downward, and attention to soil <br />compaction when possible. Infiltration will be designed in to the extent possible. Native <br />seeds are included. Lighting will be directed downward. The issues will be addressed <br />with a revised landscaping plan to be reviewed by the Environmental Specialist. <br />CONDITIONS OF APPROVAL <br />Approval should include the following conditions: <br />1. Lighting fixtures shall be shielded and not direct light up or horizontally. The <br />Lumark Nite -Watch fixture (F -4 on lighting plan) is not acceptable. A substitute shall <br />be submitted for approval before City Council approval of the project. <br />2. Twenty -nine parking spaces shall be striped. <br />• 3. The decorative concrete block on the office portion of the building shall be identified <br />for the building permit application to the satisfaction of the building official. <br />4. Another landscaping plan must be submitted and obtain the Environmental <br />Specialist's approval before City Council approval. <br />5. The City Engineer's issues listed in the October 5, 2000 memo must be addressed to <br />his satisfaction. The revisions to the utility and grading plans must be submitted and <br />obtain the City Engineer's approval before City Council approval. <br />6. Final utility, grading, and drainage plans must obtain approval from the City Engineer <br />and Rice Creek Watershed District. <br />7. All permits required by the Rice Creek Watershed District shall be obtained prior to <br />any site grading. <br />8. Proper building permits must be obtained prior to any construction and 1% of the <br />construction costs must be put in escrow to insure completion of all site <br />improvements. <br />9. Site plan approval does not imply approval of signage. Any signage shall conform to <br />the sign ordinance and proper permits obtained. <br />OPTIONS <br />1. Approve the site plan with the conditions listed above. <br />
