A <br />• <br />STAFF ORIGINATOR: Jeff Smyser, Mary Divine <br />P & Z MEETING DATE: October 11, 2000 <br />TOPIC: Discussion Item: <br />Town Center Development Standards <br />BACKGROUND <br />The Town Center Committee of Lino Lakes citizens recommended special design <br />standards for the Town Center back in 1998. The draft standards prepared by Calthorpe <br />and Associates builds on the Committee's framework. The standards will put into effect <br />the vision for a Town Center that was formulated several years ago. The City Council <br />endorsed the draft standards on August 28. Final approval will include rezoning the land <br />as well as amending the zoning ordinance to create a new zoning district and adopt the <br />development standards for it. <br />As the discussion continues, it is clear that confusion still exists over the need for the <br />development standards. The draft standards include more detail setbacks and accustomed <br />to seeing. We are accustomed to seeing standards for minimum <br />heights: but maximum setbacks and minimum building heights is a switch. <br />Though many cities have architectural standards regarding building materials,v <br />Though many cities have architwe are not <br />accustomed to this in Lino Lakes. Additional architectural standards are even more <br />disconcerting for some people here. <br />We will schedule a public hearing in November for the zoning amendment action. <br />Before we do that, it is a good idea to revisit the Town Center vision. Mary Divine, the <br />City's Economic Development Assistant, has prepared a presentation to demonstrate the <br />need for the design standards. <br />
