A <br />Jeff Smyser <br />November 8, 2000 <br />Discussion Item: Saddle Club Concept Plan <br />Heritage Development has submitted a concept design for developing the Saddle Club <br />site on Old Birch St. We are working the project through our conservation development <br />review process. Recall that the first steps involve informal discussions with the advisory <br />boards before preparing a formal plat submittal. <br />The Environmental Board has discussed two concept plans at two meetings. The Park <br />Board will discuss the attached concept plan at its November 6 meeting. Staff will bring <br />Park Board discussion items to the P & Z meeting. <br />The next step after tonight's meeting is for the developer to consider P & Z comments in <br />the preparation of a formal submittal. The application will include: a planned <br />development overlay; preliminary plat; amendment to the Comprehensive Plan to allocate <br />MUSA bank acres to the southern portion of the site; and rezoning of that portion. <br />Project Data: <br />site total <br />wetlands <br />upland <br />number of lots <br />gross density <br />net density <br />(upland only) <br />Land Use and Zoning <br />acres <br />39.77 <br />14.72 <br />25.05 <br />64 <br />1.6 units /acre <br />2.55 units /acre <br />The site currently is split in half by the MUSA and by a zoning line. The north half is in <br />the MUSA and zoned R -1. The south half is not in the MUSA and is zoned Rural. The <br />draft Comprehensive Plan future land use map shows this same situation. The site is one <br />parcel. It is clumsy and inadvisable to have a single property split by a zoning boundary. <br />Staff is recommending that the City Council amend the land use map to include the entire <br />parcel in the future Phase 1 growth area. Then the southern portion can be included in <br />the MUSA and rezoned. <br />
