Utilities do <br />not exist in Old Birch St. To bring them down Old Birch would add cost that cannot be <br />supported by the project, according to the developer. <br />As with all developments, the City will prepare a feasibility study for utility service. <br />Parks and Trails <br />The City park plan does not envision a park on this site. However, the plan includes a <br />trail across the site. A trail could be accommodated within a wooded corridor between <br />the wetlands and the southern borders of the lots. Such a trail could connect to the D <br />Erickson or Oaks of Lino neighborhoods, either along the roadway or an existing trail <br />segment. <br />Natural Features <br />Of the 39+ acres, about 15 acres is wetland. Most of the wetlands are on the southwestern <br />portion, with more along the east side and some in the north central area. The wetlands <br />include and are surrounded by heavy forestation. It is probable that some of the area <br />shown as wetland is actually upland, but it is inaccessible except if crossing wetlands. <br />A site visit discovered an area of historic oak savannah in the south and south eastern <br />portion of the site, near lots 22 -25. <br />Open Space <br />The developer proposes to keep a large proportion of the property in common open <br />space. In discussions to date, the open space would be owned by a homeowners' <br />association and protected by a conservation easement. The details of this arrangement <br />would need to be worked out. <br />Environmental Board <br />At its October 25 meeting, the Environmental Board indicated a desire for fewer lots and <br />more upland preservation. <br />RECOMMENDATION <br />Staff is requesting direction from the Board to guide further discussion of the project <br />design with the developer. <br />
