A
STAFF ORIGINATOR: Jeff Smyser
P & Z MEETING DATE: December 13, 2000
TOPIC: Discussion Item: Saddle Club Concept Plan
BACKGROUND
The Board discussed a concept for developing the Saddle Club at the last meeting. The
developer, Heritage Development, presented a sketch of a planned development that
included the possibility of some common or public open space. The Board expressed a
number of concerns regarding that sketch. The Board did not believe that the plan
justified the additional density on the site compared to standard R -1 zoning.
The developer has submitted a new concept for discussion. While the new plan
corresponds with standard zoning, several elements have been removed that could be
considered desirable. The following table offers a summary comparison of the two
concept drawings:
previous concept plan
new concept plan
received 11/21/00
number of lots
64
40
net density on
25.05 upland
acres
2.6 lots per acre
1.6 lots per acre
lot widths
50'
80'
lot depths
130
130
roadways
Connection between Old Birch
and Kildeer, offering circulation
between neighborhoods.
50' right of way.
Access on Old Birch, 1/4 mile
long cul de sac, no circulation.
50' right of way.
open space
Large wetlands and some
forested areas in common or
public open space, which
matches greenway vision for the
area.
Potential for trail through site in
greenway.
Potential for connecting to
existing trail to north.
No open space — entire site
platted within house lots.
No trail potential except in street
right of way.
No potential for connection to
existing trail to north.
