No additional development shall occur in Outlot A, Highland Meadows West 2nd <br />Addition until safe and efficient circulation in the area including Main Street access is <br />addressed to the satisfaction of the City and Anoka County. <br />5. Existing septic systems on Lot 1, Block 2, and Lot 1, Block 1, shall be properly <br />abandoned. Both properties shall connect to City utilities. Existing wells may be <br />retained only for irrigation. <br />6. All permits required by the Rice Creek Watershed District shall be obtained prior to <br />any site grading. Previous permits must be adhered to. Proof that the Rice Creek <br />Watershed has approved the project and shall be submitted to the City by November <br />22, 2000. <br />7. Final utility, grading, and drainage plans must ob approval from the City Engineer <br />prior to site grading. <br />The motion was supported by Mr. Johnson. .'carried 6 -0 -1 (Rafferty abstained). <br />B. PUBLIC HEARING (Continue • � `` servation Ordinance No. 09 -00 <br />Chair Schaps declared the continu . x h; ing reopened at 6:54 p.m. <br />Staff reviewed that at the Sep 000 meeting, the Planning & Zoning Board <br />continued the public hearin. ; vember meeting and recommended that staff hold a <br />meeting with interested develo discuss the tree ordinance. Staff indicated they sent <br />letters to eight development firms nviting them to a meeting on October 24 and <br />representatives of four firms attended. The discussion focused primarily on increasing <br />the costs of development with new tree survey and replacement requirements and the <br />developers present unanimously opposed the new ordinance. <br />Staff explained that the draft ordinance requires three basic steps: 1.) Count and measure <br />the healthy trees on the site and calculate the total diameter inches; 2.) Calculate what <br />will be lost because of the development plan; and, 3.) Calculate what percentage of the <br />loss must be replaced. Certain less desirable trees to not need to be counted or replaced. <br />Staff indicated tree preservation could be maintained by reducing the development <br />density throughout the City. He indicated this would not prove to be favorable for <br />developers and thus not favorable for the City. Staff reviewed several other methods with <br />the Commission and asked for their comments and suggestions. <br />• Chair Schaps invited those in the audience to make comment. <br />
