B <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: December 13, 2000 <br />TOPIC: Discussion Item: <br />Dellwood LLC/Target Project Concept Plan <br />BACKGROUND <br />Staff have been working with Dellwood LLC on a proposed retail development in the <br />northeast quadrant of the Lake Drive/I -35W interchange. The project consists of a Target <br />Superstore and six additional retail buildings. The project is still in the conceptual stage <br />and we are bringing it through the Preservation Development informal review process. <br />The Environmental Board discussed the project at its last meeting. We expect to keep <br />both boards informed of the progress of this project on an ongoing basis. <br />The project layout follows a standard, suburban retail development model with a "big <br />box" retail anchor and a number of "satellite" retail locations. Other than the location of <br />the extended Apollo Drive east of Lake Drive, the project bears little relation to the Town <br />Center design of Calthorpe that has been the focus of discussion for some time. <br />Because this represents a departure from the Town Center vision, staff has discussed the <br />project with the City Council to ask direction as to how we should proceed. The City <br />Council directed staff to work with the developer to incorporate desirable architectural <br />elements while acknowledging and accepting that the project departs from the overall <br />vision represented by the Calthorpe design for a traditional neighborhood development. <br />Staff and the developer are working to incorporate some special pedestrian- oriented <br />design features as well as some special architectural elements.
