D STAFF ORIGINATOR: Jeff Smyser P & Z MEETING DATE: February 13, 2001 TOPIC: PUBLIC HEARING: Saddle Club Rezoning Comprehensive Plan Amendment to Allocate MUSA Reserve Preliminary Plat BACKGROUND The site is at the corner of Old Birch St. The site currently is split in half by the MUSA and by a zoning line. The north half is in the MUSA and zoned R -1. The south half is not in the MUSA and is zoned Rural. The draft Comprehensive Plan future land use map shows this same situation. The site is one parcel. It is clumsy and inadvisable to have a single property split by a zoning boundary. Staff is recommending that the City Council amend the land use map to include the entire parcel in the future Phase 1 growth area. Then the southern portion can be included in the MUSA and rezoned. Alternatively, MUSA reserve acres could be used for the site. The public hearing for the three actions was published and neighbors notified. The applicant, Heritage Development, has requested a postponement of the project (see attached letter). The City notified the neighbors of this. To save the expense of re- publishing, staff recommends opening the public hearing and continuing it to the March meeting. We will re- notify the neighbors when the project is ready for public review. RECOMMENDATION Open public hearing and continue it to the March 14 meeting.
