D <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: February 13, 2001 <br />TOPIC: PUBLIC HEARING: Saddle Club <br />Rezoning <br />Comprehensive Plan Amendment to Allocate MUSA Reserve <br />Preliminary Plat <br />BACKGROUND <br />The site is at the corner of Old Birch St. The site currently is split in half by the MUSA and by a <br />zoning line. The north half is in the MUSA and zoned R -1. The south half is not in the MUSA <br />and is zoned Rural. The draft Comprehensive Plan future land use map shows this same <br />situation. The site is one parcel. It is clumsy and inadvisable to have a single property split by a <br />zoning boundary. Staff is recommending that the City Council amend the land use map to <br />include the entire parcel in the future Phase 1 growth area. Then the southern portion can be <br />included in the MUSA and rezoned. Alternatively, MUSA reserve acres could be used for the <br />site. <br />The public hearing for the three actions was published and neighbors notified. The applicant, <br />Heritage Development, has requested a postponement of the project (see attached letter). The <br />City notified the neighbors of this. To save the expense of re- publishing, staff recommends <br />opening the public hearing and continuing it to the March meeting. We will re- notify the <br />neighbors when the project is ready for public review. <br />RECOMMENDATION <br />Open public hearing and continue it to the March 14 meeting. <br />
