Proposed project entails construction of the Centennial Elementary
School which will result in approximately 5.7± acres of new
impervious area. This site is located directly north of the existing
Centennial Middle School (RCWD Permit 96 -18). RCWD Permit
96 -39 was issued for street and utilities and a Wetland Alteration
Plan for roadway to serve the Centennial Middle School. RCWD
Permit 96 -20 was reviewed but never issued for a 23± acre industrial
site north of Centennial Middle School.
2. Proposed stormwater management for this site entails excavation of
a long linear ponding system with two NURP cells and a
downstream shallower area intended to serve as an infiltration area.
This pond would in turn discharge to downstream wetlands tributary
to Anoka County Ditch 10 -22 -32 which is ultimately tributary to
Marshan Lake.
The proposed ponding system is designed in accordance with
District rate control and water quality treatment requirements.
Additional details are required to verify compliance with the District
infiltration standard.
3. The Wetland Delineation Report identifies two wetland basins (Type
1 and 2) onsite.
Proposed impact to these wetlands includes 4,760 sq. ft. of fill. This
may qualifies for the WCA deminimis exemption.
Emmons & Olivier Resources, Inc.
8/17/01
