A development agreement between the city and the developer must be executed prior <br />to the issuance of any building permits for the site. <br />5. Park dedication must be paid in accordance with the city's fee schedule. <br />6. A permit from the Rice Creek Watershed District must be issued prior to final plat <br />approval by the City. <br />7. Infiltration areas proposed on site should have the City native seed specification used. <br />8. A boulevard tree shall be provided for each lot frontage. <br />9. A 10 foot drainage and utility easement must be provided to buffer all delineated <br />wetlands. <br />10. A landscaping plan clearly depicting conformance with the buffer yard standards in <br />Section 3.Q.5 must be submitted. <br />11. A joint access easement agreement and maintenance agreements must be submitted <br />with the final plat. <br />12. The applicant must fill 400 square feet of wetland area, in accordance with the Rice <br />Creek Watershed District's standards, to maximize the upland lot area for the site. <br />Motion was seconded by Mr. Laden. PUBLIC HEARING for an Amendment to the City of Lino Lakes <br />Comprehensive Plan to incorporate the Hodgson Road and County Road J <br />Master Plan for the area around the intersection of CSAH 49 /County Road J <br />Mr. Smyser presented the staff report. Mr. Smyser pointed out that a neighborhood <br />meeting was held by a "property owner" and that in no way is staff considering any <br />individual applications for development with this project tonight. He stated that he would <br />present a background and the city's consultant Carolyn Krall of LandForm will present <br />the Master Plan. <br />Mr. Smyser pointed out that the 49/J intersection functions very poorly at the current <br />time. Studies show that there will be an increase in traffic. Both Hodgson Road and Cty <br />Rd J are arterial roadways serving more than just the immediate area. The study area <br />lacks sufficient internal roadways. Any business expansion will require extensive site <br />planning. Staff has acknowledged the current and future needs for public water and <br />sanitary sewer in the area. <br />Mr. Smyser stated that this is a gateway to the city and visual elements should be <br />important. There are several existing viable businesses in the area and planning has <br />considered both existing and future businesses. <br />DRAFT MINUTES <br />
