The data on the attached two sheets summarize what occurred in 2006 in <br />comparison to the growth management policy parameters. While we exceeded the <br />growth management policy's targets for the number of lots approved in the first years of <br />the program, the market has dictated how much of the approved inventory has sold. <br />Overall, there are more lots available in the city than are selling in a slow market. <br />The city grew less in year 2006 than in previous years. We issued building permits for 89 <br />new dwelling units. This is less than half the total for each of the previous two years. <br />The number of units approved to be built in specified years decreased a little for 2005, <br />but 2005 approvals had risen over 2004. Some of the preliminary plat approvals - <br />Foxborough and The Preserve —were for projects in conservation developments that were <br />not subject to the growth management limits on lots. <br />The annual limits on MUSA reserve allocation do not apply to conservation <br />development, though the total amount available does apply. That is, individual years can <br />exceed the annual target, but the total pre -2010 MUSA reserve cannot be exceeded. <br />
