C <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: February 14, 2007 <br />TOPIC: PUBLIC HEARING: <br />Rezoning to Planned Unit Development (PUD) and <br />PUD Development Plan <br />Comforts of Home, CORE Development <br />BACKGROUND <br />CORE Development proposes a planned unit development (PUD) that includes <br />commercial uses and several types of senior residential development. The site is located <br />on the west side of Hodgson Road, approximately 300 feet north of the Co. Rd. J <br />intersection. The property consists of 17 acres with about 1000' of frontage on Hodgson <br />Road. The senior residential would be on two lots on the northern part of the site and <br />commercial development would include three lots on the southern part. The proposal <br />does not include the existing liquor store, insurance office, or closed bar /restaurant. It <br />only includes the largely vacant parcel to the north of them <br />Because the proposal includes a mix of residential and commercial uses, a rezoning PUD <br />is needed rather than a conditional use permit PUD. The PUD requirements do not fully <br />address a mixed use project such as this, so there are some challenges in applying the <br />letter of the ordinance to a proposal with both commercial and residential elements. <br />The City has been preparing a Master Plan for development in the area on both sides of <br />Hodgson Road. The purpose of the Master Plan is to create a framework to guide <br />development in the study area.
