(If the application proceeds, a public hearing for the motor fuel station <br />CUP can be held by the City Council.) <br />• Architectural Standards and Canopy: The CUP requirements include architectural <br />information to ensure compliance with specific standards listed in the ordinance. The <br />principal building must comply with the City's architectural requirements for commercial <br />buildings, and the canopy over the gas pumps must be complementary and compatible <br />with the principal building. The project submittal lacks any elevations for the <br />commercial buildings and pump canopy. Nor were any architectural guidelines or <br />standards submitted for the project that would establish specific parameters. <br />• Lighting: Lighting is an important element for canopies. The submittal lacks <br />information on the canopy lighting and signage. <br />• Landscaping: The CUP requirements also address landscaping. As noted below, <br />the submitted landscaping plan shows the locations of general categories of plantings but <br />does not provide detailed plant species for sizes. Thick screening is not required on the <br />front of properties, and the gas pumps are surrounded by parking and drive lanes, so <br />screening from residential land is not an issue for the gas pumps. <br />Comparison to Hodgson /Co Rd J Master Plan: The Master Plan includes site design <br />objectives to create an urban form for the area. Building are to be at intersection corners <br />to establish the "cornerstones" of the urban form. Development should avoid lining <br />Hodgson with large parking lots, and any parking lots should have extensive landscaping <br />and screening. Parking lots should have internal landscaping and pedestrian walkways. <br />Pedestrian circulation should be an important design factor. <br />The proposal does not include buildings at intersection corners and pedestrian circulation <br />is not a major factor of the site layout in the commercial area. <br />Design guidelines are to be prepared for any new development. Buildings are to have <br />four -sided architecture. We have no commercial building elevations or design <br />guidelines. <br />The Mixed Use performance standards in the Comprehensive Plan include some similar <br />requirements: <br />1. The land use and site design must be sensitive to the surrounding and uses in <br />the area, including but not limited to building height, exterior composition, <br />landscaping, and site access. <br />5. Commercial site designs shall emphasize pedestrian accessibility, connections to <br />residential neighborhoods, shared parking, and green space to create a <br />customer friendly environment and promote a high level of interaction among <br />local businesses and between businesses and residents. <br />
